Fly to San Diego ($$)
The most cost effective option is to fly into San Diego. Once there you can rent a car and drive the 4.5 hours into San Felipe (you will want to get Mexican insurance with this option).You could also take an Uber to the border and walk across, or there is a tram you can take over the border as well and depending on when people arrive it may be possible to arrange a shuttle down.

Fly to Phoenix ($$$)
You can fly into Phoenix, AZ, rent a car and drive the 5.5 hours into San Felipe. You will want to get Mexican insurance with this option and it isn’t as expensive as flying to Yuma or directly into San Felipe.

Fly into Yuma ($$$$)
You can fly into Yuma, AZ and then rent a car and drive the 3.5 hours into San Felipe. You will want to get Mexican insurance with this option and it is one of the more expensive options.

Fly into Mexico ($$$$$)
You can fly directly into San Felipe, Mexico. This is the most expensive option, but it is a possibility.
