San José Mineta International Airport
SJC is the closest major airport to Monterey, and is about 1.5hrs from the downtown area. Southwest, United, American Airlines, and Delta all fly into San Jose. There is a direct shuttle line from SJC to downtown Monterey called the Monterey Airbus, that will pick you up from the airport and drop you in downtown Monterey.
