While the dress code is FORMAL, we also ask that your attire reflect the dignity of the event and our love for Jehovah & others. Jehovah God has not given us a list of rules of what we should or should not wear. Instead, he has provided us with Bible principles. Modesty, being one of those principles, involves respect for the feelings and opinions of others. A modest person would avoid clothes that are considered indecent, that draw undue attention, or that are likely to offend others. "Likewise, the women [and men] should adorn themselves in appropriate dress, with modesty and soundness of mind..." — 1 Timothy 2:9
