Construction on Powerhouse began in 1915 as part of an expansion project by the D.C. Paper Manufacturing Company. In 1917, the building began operating as a power plant for the paper company. Just a few short years later in 1919, Capitol Traction Company purchased Powerhouse to use as trolley car storage until 1932.
