Usually flights are cheaper into San Francisco. Keep in mind traffic coming in to Sacramento from the bay area can be tricky. *Sacramento is the closest airport (around 30 minutes)*

Train

Amtrak

if you fly in to Sacramento and want to take a day trip to San Francisco this is the way to do it. Take the first train in and the last train out. You will need to get off at the Richland station and catch BART. That will take you downtown. You can get all of the information on connections if you just visit the Amtrak/Bart website and type in your destination. This is the most hassle free form of travel. If you do take a car into the city keep in mind parking fees are outrageous.
