The ceremony will take place either outside or inside dependent on weather . The cocktail hour will take place outside (weather permitting) and will have heaters if it is chilly. The reception will be inside a heated tent.

Unfortunately, no. The Marriott is right across the street from the venue and the other hotels are within around mile of the venue and Ubers and Lyfts are readily available.
“4200 Atlantic Ave, Virginia Beach was built in 1927 as "The Cavalier Hotel". The name was a winning entry in a newspaper contest. The Cavalier was so popular, Norfolk and Western Railroad ran a nonstop train from Chicago to the hotel's private depot, and a fleet of private limousines picked up guests that arrived by cruise ships. Wealthy travelers could hook their private rail cars to the train and be transported to the Cavalier or several properties nearby, including the Masury Mansion on Crystal Lake. The property included 350 acres of lightly wooded land and a grand lawn down to the beach. Recreations included hunting, swimming in the ocean or indoor pool, horseback riding, golf (on their private course), and tennis. The Cavalier Beach Club featured dancing to live music with big names including Cab Calloway, Glen Miller, Benny Goodman, and Frank Sinatra. The hotel attracted big names guests right from the start. Bob Hope, Jean Harlowe, Judy Garland, Doris Day, Bette Davis and Elizabeth Taylor were all guests. F Scott Fitzgerald, his wife, Zelda, and their daughter Scottie were visitors, and a total of ten presidents spent time there. Even Al Capone once stayed at The Cavalier. In 2018, The Cavalier was reopened after extensive renovations taking more than 4 years. The property was divided and private homes were also added to the grounds.”
