Dulles is one of the two airports close to Washington DC. If choosing this airport, you can either grab an Uber/Lyft from the airport, or take the Metro.

For anyone choosing a train instead of a plane, there is a conveniently located Amtrak station in DC. Arrive at Union station in Washington DC, and then either grab an Uber/Lyft to the hotel, or use the Metro.
