Do I need to get a COVID swab before arriving or departing the USVI?

Answer

You do need to have a negative COVID swab within 72 hours of arriving in the USVI. You also need to be cleared through the travel portal. You do not need to be swabbed before departing the USVI to travel back to the mainland US. https://usvitravelportal.com

Do I need a Passport or Real/Star ID?

Answer

No, you do not need a Passport or Real/Star ID to travel to the USVI at this time. St Thomas is a US Territory and, due to the effects of the COVID-19 pandemic, the deadline for the Real/Star ID requirement has been pushed back to 10/01/2021.
