Grier surprised Jessica during a trip to Washington DC when they were planning to see the White House decorated for Christmas. During their VIP tour of the U.S. Capitol, they were shown the exclusive balcony shared by the Speaker of the House and the Senate Majority Leader overlooking the Washington Monument. That's where Grier got down on one knee, said something about wanting to spend the rest of his life with Jess and Matthew, and popped the question. Jessica was caught completely off guard and of course said "Yes!"
