The Ceremony starts promptly at 4 PM, please try to arrive by 3:45 PM so you are parked and comfortably seated :)

Is there parking for the ceremony or reception?

Yes, there is a public parking right next to the Casino, as well as free street parking in the neighborhood behind the venue. Pre-paid parking passes will be available at the front of the venue.
