Either! Just be informed and prepared for what could happen with either option. If you check your bag, bring a smaller carry on bag with a few days worth of clothes and necessities so you have those in the case of a mishap. If you just bring a carry on, pre-pack your smaller liquids in a quart sized bag and have it ready to pull out for the security lines in European airports. They are sticklers about it and you do not want to be pulling all those things out of your bag in the middle of a huge line. Trust us on this!
We highly recommend having at least one phone with service in the chance of an emergency or travel mishap. Relying on access to WiFi is risky and can be a pain. Most carriers have a European phone service for around $10/day.
