YES!!!!!! There are new laws out that require you to have an International Drivers Permit (IDP). The rental agencies do not care about this rule what so ever and will rent to you if you have the IDP or not because they will not be in trouble if you are caught without one. The issue is if you are stopped by cops or "knock on wood" you get in an accident. Police will ask for your American license and your IDP. If you do not have the IDP you are risking jail time and heavy fines. IDP's are valid for 1 year from issue date and allow you to drive in all European Union countries with your American License. You can get an IDP from AAA for $20 and no you do not have to be a AAA member to use this service.
