You may arrive at the ceremony 30 minutes before the 4:30 pm start time, so 4:00pm.

Is there a dress code?

Answer

There is no dress code, please feel free to formally dress up or dress in whatever makes you feel comfortable. Although the ceremony and reception will take place indoors, please remember that it is summer in Houston so dress appropriately for the weather.
